W. BANK SECURITY FENCE DRIVEN BY SHORTFALL

JERUSALEM [MENL] -- Israel's plan to build a 680 kilometer fence and wallalong the West Bank has been plagued by a budget shortfall and poorplanning. The State Comptroller said the estimated $500 million project was poorly managed and planned. The government watchdog said in a report that the Defense Ministry procured equipment and systems for the fence before approval by the military.
