Kuwait Drafts CI Strategy

ABU DHABI [MENL] -- Kuwait, faced with rising Islamist unrest, has drafted a
counter-insurgency strategy.
Officials said the military and National Guard have coordinated in
drafting measures to stop violent unrest in the Gulf Cooperation Council
sheikdom. They said the effort was ordered by Emir Sabah Al Ahmed Al Sabah
in consultation with military and security commander.
