SADDAM LIKELY TO USE TRIBES FOR URBAN WARFARE

WASHINGTON [MENL] -- Iraqi President Saddam Hussein has recruited tribalfighters, thugs, volunteers and hostages to fight U.S. troops in urbanareas, a report said. The report by the Washington-based Center for Strategic andInternational Studies said Saddam is believed to have formed regionalcommands for an urban war in an attempt to slow the advance of allied forcestoward Baghdad. The report said Saddam's strategy appears to be maintainingcontrol over key regions and towns in an attempt to prevent defections andinsurrections that would disrupt his plans for urban combat.
