IRAQI FORCES UNLIKELY TO BE EFFECTIVE

LONDON [MENL] -- Iraqi security forces have been deemed as incapable ofreplacing the U.S.-led coalition. The International Institute for Stategic Studies said Iraqi securityforces would not have enough time to fulfill the security vacuum when theUnited States and its allies withdraw from Iraq, a move expected in 2005.The IISS said in its latest study that lack of order remains Iraq's greatestproblem.
