Qatar Exploits Arab Power Vacuum

TEL AVIV [MENL] -- Qatar, one of the smallest states in the Middle East, has
sought to fill an Arab power vacuum, a report said.
The Institute for National Security Studies said Qatar was using its
massive wealth to create zones of influence throughout the Middle East and
South Asia. In a report, the institute cited Qatar's assistance to rebels in
Libya and Syria over the last year.
