JERUSALEM [MENL] -- Israel and the Palestinian Authority have expressedskepticism that President Bill Clinton can break the deadlock between thetwo sides. Both Israeli Prime Minister Ehud Barak and PA Chairman Yasser Arafatheld last-minute preparations before beginning another foreign tour topromote their positions. Arafat held talks in Cairo and then arrived inOttawa. Barak convened a Cabinet meeting on Sunday before flying to New Yorkon Sunday evening.
