CAIRO [MENL] -- Despite U.S. pressure, Arab states have been slow toimplement anti-terrorism cooperation. Arab diplomatic sources said the accords drafted or signed by ArabLeague members have been left on the shelf for years or have not beenuniformly implemented. They said most anti-terrorism cooperation remainsbilateral rather than regional.
