BUSH URGED TO RESTRUCTURE FBI, CIA

WASHINGTON [MENL] -- The Bush administration is being urged to restructurethe U.S. intelligence and law enforcement communities in wake of the Sept.11 suicide attacks on New York and Washington. Analysts and critics in Congress agree that the CIA and FBI failed toforesee and prepare for the suicide hijackings that led to the killing ofmore than 6,000 Americans and the destruction of the World Trade Center anda wing of the Pentagon.
