WASHINGTON [MENL] -- The Bush administration should pressure Israel to
withdraw from the Golan Heights and discuss the Arab demand to settle
millions of Palestinians in the Jewish state as part of a U.S. effort to win
Syrian cooperation on Iraq, a report said.The Iraq Study Group said the administration must be prepared to
offer Israel security guarantees as part of the transfer of the Golan
Heights to Syria. ISG, co-chaired by former Secretary of State James Baker
and Rep. Lee Hamilton, called for an immediate U.S. diplomatic offensive
that would seek to end the Arab-Israeli conflict through incentives to
Syria, including a pledge not to seek regime change."Although the U.S.-Syrian relationship is at a low point, both countries
have important interests in the region that could be enhanced if they were
able to establish some common ground on how to move forward," the report
said. "This approach worked effectively in the early 1990s. In this context,
Syria's national interests in the Arab-Israeli dispute are important and can
be brought into play."The bipartisan report urged the United States to seek a new
international consensus for stability in Iraq and the Middle East by 2007.
ISG called on the administration to bolster the regimes in Iran and Syria in

presence in the Gulf, a report said.The Iraq Study Group said the United States must continue its military
presence in the Gulf in wake of any withdrawal from Iraq. The bipartisan
panel cited U.S. deployment in such Gulf Cooperation Council states as
Bahrain, Kuwait and Qatar."Even after the United States has moved all combat brigades out of
Iraq, we would maintain a
considerable military presence in the region, with our still significant
force in Iraq and with our powerful air, ground, and naval deployments in
Kuwait, Bahrain, and Qatar, as well as an increased presence in
Afghanistan," the report said.The report said GCC states, particularly Saudi Arabia, have been passive
amid the insurgency war in Iraq. ISG reported that Riyad has not provided
political support to Sunnis in Iraq.U.S. STILL CAN'T UNDERSTAND IRAQIS
WASHINGTON [MENL] -- After more than three years in their country, the U.S.
military still can't understand Iraqis.The Iraq Study Group said the lack of Arabic speakers has hurt U.S.
intelligence collection and analysis. The bipartisan panel said the U.S.
military and government rely too much on non-U.S. translators, who fail to
provide context."As an intelligence analyst told us, 'We rely too much on others to
bring information to us, and too often don't understand what is reported
back because we do not understand the context of what we are told,'" the
report said.ISG said the U.S. embassy, with 1,000 staffers, has only a handful of
fluent Arabic speakers. The embassy has 33 Arabic speakers, with six of them
fluent.IAI REPORTS MAJOR PROFIT INCREASE
TEL AVIV [MENL] -- Israel's largest defense contractor has reported a huge
profit increase in 2006.The state-owned Israel Aerospace Industries, formerly Israel Aircraft
Industries, reported a tripling of its profits during the first three
quarters of this year. The profits were based on $2 billion in sales for
2006."All IAI's groups have improved their business results from the
beginning of FY [fiscal year] 2006," IAI president Itzhak Nissan said. "We
will continue our policy of increasing profitability and improving the
financial strength of the company."The company said IAI earned a profit of $115 million during the first
nine months of 2006. This marked an increase of 222 percent from last year.
Profits for the third quarter of 2006 reached $42 million.
