CAIRO [MENL] -- Al Qaida insurgents have been trained in entering a target
country, establishing new identities and quickly integrating into society.The techniques were used by an Al Qaida cell captured in May in
Morocco. The cell, composed of Saudi nationals, was sent to launch a
bombing campaign in the North African kingdom after members fled from
Afghanistan.A Moroccan Justice Ministry report released details of how Al Qaida
operates outside Afghanistan. The report said the Saudi nationals were
directed by a leading Al Qaida member to use Europe as a transit point to
Morocco.One of the insurgents, Zuhair Hilal Mohammed Tabiti arrived in Morocco
on Jan. 13 after a long trek that included Teheran and Rome. His first stop
was in Marrakesh, directed by his Al Qaida handler, identified as Ahmed
Elmoulla Billal.
