ICDC LIKELY TO BE CONTROLLED BY MILITIAS

WASHINGTON [MENL] -- Iraq's leading security force will be controlled byregional militias. A report by the Washington Institute said that Kurdish and Shi'itemilitias are expected to control the Iraqi Civil Defense Corps in theirregions. The report said the ICDC, responsible for counter-insurgency andparamilitary missions, will require the militias for recruitment andoperations.
