PA Uses U.S. National Guard As Model

RAMALLAH [MENL] -- The United States has formulated a Palestinian security
force model for statehood.
The Palestinian Authority has examined a U.S. proposal that called for
an independent Palestinian security force to be modeled after the U.S.
National Guard. Officials said the proposal was designed to ensure that an
independent Palestinian state would wield a force powerful enough to ensure
internal security without the formation of a full-fledged military.
